This papercraft is Phil, one of Gru's Minions from the computer-animated 3D family comedy film Despicable Me 2, the paper model was created by Black Fold Workshop. Phil is a two-eyed minion with buzz-cut hair and is usually seen dressed up as a maid.
Phil was vacuuming in the foyer and then the doorbell rang. He checked who it was, then it was Dr. Nefario. He was happy at first and greeted him, but just when he realizes, Dr. Nefario kidnapped him and took him in a bag. He was taken to El Macho's Secret Lair. He is also seen at the beach greeting Steve.
