This paper toy is Chikuwa-Bu, a teen stage character that appeared on the Oden-Kun Tamagotchi, the papercraft was created by Uribou. Chikuwa-bu is based off one of the characters from Oden-kun, a Japanese cartoon for children.

In the cartoon, Chikuwa-bu is shy and doesn't want to play with the other characters because it thinks it will just get in everyone's way. But Daikon-Sensei teaches it about friendship and in the end Chikuwa-bu becomes friends with everyone and plays with them. [Source: wikia]
