This paper toy is a chibi Yamazaki Sagaru, a spy working for the the Shinsengumi, based on the manga series Gin Tama (aka Gintama), the papercraft was created by smilerobinson.

Yamazaki Sagaru is known for his love for badminton, often playing/practicing badminton by himself instead of working. He is such a rabid badminton fan that he swings the badminton racket even during martial arts training sessions.

Yamazaki has long dark hair and he wears the shinsengumi outfit like all other officers. He looks quite plain compared to more colorful Shinsengumi members. He is often given different hairstyles, including but not limited to mohawk, afro, and hair parted and dyed blond for gags. [Source: wikia]
